Ms. Shelley Bond is President of CERES Associates, LLC and Executive Vice President of The Borenstein Group. After guiding Catapult Technology, Ltd. to $260M in closed sales in 18 months, Ms. Bond returned to her consultancy, providing executive support in the areas of business development, relationship management, and corporate growth strategy. Formerly, Ms. Bond specialized in the small business, socio-economic federal sector, amassing over $1B in contracts and $300M in client revenues. An expert in developing solutions for complex, multi-million dollar federal procurements, Ms. Bond began her career with the Internal Revenue Service as an assembly-language programmer. She culminated her federal career by serving as the Chief of Telecommunications Acquisition for the Tax Systems Redesign Branch of the IRS. Ms. Bond graduated from the State University of New York at Buffalo with honors and holds a Masters of Science in Telecommunications Policy from George Washington University.
Mr. Hugh C. Cate III (Trey) is Director of Strategic Communication Programs for Camber Corporation. Previously, he's served as Spokesman for the U.S. Forces in Macedonia and Kosovo, Director of the NATO Press Centers in Sarajevo and Kosovo, and Chief of Media Operations for KFOR. In addition, Mr. Cate served as Public Affairs Officer for the 101st Airborne Division (Air Assault) during OIF I, Spokesman for the Coalition Forces in Northern Iraq, and Chief of Media Operations for U.S. Central Command. Mr. Cate graduated from the United States Military Academy and holds a Master of Arts in Journalism and Public Relations from the University of Alabama.
Mr. Charles R. "Rick" Dillon is Federal Marketing Strategist for The Borenstein Group and President of Dillon & Associates, a boutique consulting practice providing strategic management and marketing advice to industry and government. Mr. Dillon retired in 2006 as program director from the General Services Administration, where he managed fee-for-service, nationwide information technology portfolios of over $200M. Spending eight years as the Director of the Civilian Sector of FEDSIM, Mr. Dillon was instrumental in the transfer of both FEDSIM and FEDCAC from the Air Force to GSA. Mr. Dillon is a former vice president and board member for the Washington Metropolitan Chapter of the American Marketing Association, and has served on the adjunct faculties of Prince George's Community College and Strayer University for 22 and 10 years, respectively.
Dr. John Okay's 30-year federal career features executive IT positions at USDA and GSA, including Director, Information Resources Management (CIO), USDA. His last federal position was Deputy Commissioner of GSA's Federal Technology Service. Immediately following, Dr. Okay served as Senior Vice President of Federal Sources, Inc. from 1997 to 1999. Since then, he's been an independent consultant, initially working for his own firm, J.L. Okay Consulting, Inc., and joining Topside Consulting Group in 2003. Dr. Okay has long been active in the Industry Advisory Council, where he served as chair of the Telecommunications Shared Interest Group in 1998, and chaired the 2007 Awards Committee. From 2006 to 2007, he served as President of the National Capital Chapter of the Independent Telecommunications Pioneers Association. He holds three degrees from Michigan State University.
Mr. Edward B. Cody is currently a director in the advisory practice at Perot Federal Systems, where he is responsible for the delivery of federal financial advisory and consulting services. In years past, Mr. Cody served as Chief Financial Executive and Comptroller of the Defense Information Systems Agency. In this role, he was responsible for a $2 billion appropriated fund budget and a $3 billion Defense Working Capital Fund budget. Previously, Mr. Cody spent 15 years as an internal auditor for the DoD Inspector General and the U.S. Army Audit Agency, conducting operational audits of DoD programs ranging from food and clothing to satellite communications. His volunteer activities include serving as director and treasurer of the Pentagon Federal Credit Union, with assets over $8 billion.
Mr. Matthew R. Tirman is a Management Consulting and Operations Executive with Accenture's Public Sector Operating Group. He specializes in strategic communications, organizational changes, and performance improvement initiatives for the defense and intelligence communities. Previously, Mr. Tirman worked for the Capgemini and BCP International consulting firms, where he led strategic communications projects and spearheaded new business development. He graduated with honors in Political Science from East Carolina University and holds a Master of Arts in International Relations from Lancaster University in the United Kingdom. Mr. Tirman currently serves as the Chairman of the Administration, Policy and Planning Committee of the Armed Forces Communications Electronics Association, Northern Virginia chapter.
