Ms. Shelley Bond is President of CERES Associates, LLC. After guiding Catapult Technology, Ltd's Business Development practice to $260M in closed sales in 18 months, Ms. Bond returned to her consultant practice providing executive support services to small and large businesses in the areas of business development, establishing and maintaining partnerships and client relationships, and formulating short- and long-term corporate growth strategies. In addition to her successes at Catapult, Ms. Bond has specialized in the small business, socio-economic federal sector and is responsible for the award of over $1B in contracts and over $300M in revenue to her clients. An expert in developing solutions for complex, multi-million dollar federal procurements, Ms. Bond began her career with the Internal Revenue Service as an assembly-language programmer. Ms. Bond culminated her federal career by serving as the Chief of Telecommunications Acquisition for the Tax Systems Redesign Branch of the IRS. Ms. Bond graduated from the State University of New York at Buffalo with honors and holds a Masters of Science degree in Telecommunications Policy from George Washington University.
Mr. Charles R. "Rick" Dillon is the owner and president of DILLON & ASSOCIATES, a boutique consulting practice that provides strategic management and marketing advice and consultation to both industry and government. Mr. Dillon retired in 2006 from the General Services Administration as a Program Director where he managed several fee-for-service, nationwide information technology portfolios of over $200M, including eight years as the Director of the Civilian Sector of FEDSIM. Earlier in his federal career he held key positions in marketing and administration and was instrumental in the transfer of both FEDSIM and FEDCAC from the Air Force to GSA. Mr. Dillon is a past Vice President and board member of the Washington Metropolitan Chapter of the American Marketing Association and is currently a member of the Board of Advisors of an IT services company. Mr. Dillon has served on the adjunct faculty of Prince George's Community College for twenty-two years, and for the past ten years has been an adjunct professor at Strayer University.
Ms. Ginger Groeber is the Managing Partner of sCimitar Consulting, a strategic human resources consulting firm specializing in the effective operations of Federal human resources programs. She has worked with companies engaged in government human resources lines of business and government agencies implementing and operating shared service centers and human resources information systems. Retiring in 2004 from the Department of Defense (DoD), Ms. Groeber was formerly the Deputy Under Secretary of Defense for Civilian Personnel Policy (CPP) where she obtained passage of the landmark National Security Personnel System legislation. She was responsible for the total DoD human resources program affecting over 800,000 appropriated and non-appropriated fund and foreign national employees located in over 90 countries with over 700 different occupations. Ms. Groeber consolidated DoD's human resources offices into regional operations (450 to 23) and merged over 10 legacy personnel systems onto one modern enterprise-wide human resources information system. Ms. Groeber served over 25 years in DoD with service in the Department of the Army, the Defense Finance and Accounting Service, and the Office of the Secretary of Defense. She received numerous awards including a Meritorious and Distinguished Presidential Rank Award. Ms. Groeber has a BS in Marketing from the University of Wyoming.
Dr. John Okay, Partner, Topside Consulting Group, held executive IT positions at USDA and GSA in his 30-year federal career, including Director, Information Resources Management (CIO), USDA. His last position was Deputy Commissioner of GSA's Federal Technology Service. Following federal service, Dr. Okay was Senior Vice President of Federal Sources, Inc. in 1997-1999. He has been an independent consultant since March 1999, initially in his own firm, J.L. Okay Consulting, Inc. and since 2003 with Topside Consulting Group. He provides high impact management consulting services to federal agencies and market research and business development support to private sector firms in the government IT market, supporting clients in a number of federal agencies, Fortune 500 companies and small businesses. Dr. Okay has been active in the Industry Advisory Council where he was chair of the Telecommunications Shared Interest Group in 1998 and chaired the 2007 Awards Committee. In 2006-2007 he served as President of the National Capital Chapter of the Independent Telecommunications Pioneers Association. He holds three degrees from Michigan State University.
Mr. Reed Phillips, Jr. , Strategic Business Consultant, has had a long and distinguished career in both the commercial and federal sectors. After retiring from the Department of Commerce as Director, Information Resources Management (CIO) in 1995, Mr. Phillips served first as Vice President, Business Development for CACI International, and then as a Director in Corporate Business Development for Systems Research Applications (SRA), before forming his strategic consulting practice. Previously, he was Vice President, Marketing for Advanced Information Management (AIM), a Washington area-based international consulting firm, and before that, Vice President, Systems Engineering with the American Broadcasting Company (ABC) in New York. He performed some of this nation's earliest pioneering work in Information Resources Management (IRM) as Director, IRM for the Department of the Interior from July 1980 to August 1983. He previously served as Director, Information Systems Development with the Federal Bureau of Investigation (FBI). Mr. Phillips is a former Marine Corps Colonel and Vietnam Veteran. He holds a B.A. in Political Science from the University of Iowa and an M.S. in Computer Systems/Management Information Systems from the American University. He is past President of the National Society for Information Management (SIM); past Chairman, Associated Information Managers (AIM); past Chairperson, Association for Federal Information Resources Management (AFFIRM); past Chairman, Capital Area Chapter, Society for Information Management; and former Associate Director, Armed Forces Communications and Electronics Association (AFCEA). Mr. Phillips currently serves as a representative to the Government Information Technology Executive Council (GITEC) Executive Advisory Committee.
Mr. Edward B. Cody is currently a director in the advisory practice of the MorganFranklin Corporation, where he is responsible for the delivery of federal financial advisory and consulting services. In years past, Mr. Cody was the Chief Financial Executive and Comptroller of the Defense Information Systems Agency. In this role, he was responsible for a $2 billion appropriated fund budget and a $3 billion Defense Working Capital Fund budget. Mr. Cody was an internal auditor for 15 years working for the DoD Inspector General and the U.S. Army Audit Agency organizations, conducting operational audits of DoD programs ranging from food and clothing to satellite communications. His volunteer activities include serving as a director and the Treasurer of the Pentagon Federal Credit Union, with assets over $8 billion.
